A local student, Rachel Niebeling, daughter of Kathryn and Randy Allen of Lenoir City, received a bachelor of arts degree from St. Mary's University of Minnesota on May 10 in Winona. Rachel graduated from Tellico Plains High School in May of 2004. Saint Mary's conferred 200 bachelor degrees at its 83rd commencement exercises.
