TELLICO PLAINS-A Tellico Plains man
might have avoided telling a police officer what was in his underwear
if he'd kept his vehicle registration up to date.

Duncan said on Monday he noticed a silver Kia driving on Bank Street
with a registration sticker that said May 2012.
Duncan stopped the car and told the
driver, Jacob Fields, 22, Welch Road, why he'd stopped him and
asked for his driver's license, registration and proof of
insurance.
According to Duncan, Fields said he
didn't have a driver's license and handed over a Tennessee
identification card. He also had no proof of insurance or a
