Tellico Plains Police Officer Joshua Duncan said on Monday he noticed a silver Kia driving on Bank Street with a registration sticker that said May 2012.

Duncan stopped the car and told the driver, Jacob Fields, 22, Welch Road, why he'd stopped him and asked for his driver's license, registration and proof of insurance.
